Spinner replaces flame icon instead of edit icon when answering "Does this bug affect you?"

Bug Description
When answering "Does this bug affect you?" on bug pages, or when changing a previously entered response, the progress spinner only ever appears on the left hand side of the text, and then only when the flame icon was previously visible. The spinner should appear in place of the edit icon, and should always appear when the server is being consulted.
