better error information for TimoutErrors

Bug Description

When a TimeoutError is raised in LaunchpadTimeoutTracer.connection_raw_execute_error(), we omit the original error value of QueryCancelError. This makes it hard to debug problems like OOPS-1438B2246, where we get a "premature" TimeoutError, probably due some other problem during the xecution of the query.
