not just totem but eog too.
Open Totem or Eog > maximize window > double click window to full screen > I
get fullscreen with top gnome panel.
It's not happening when double click the normal sized window

are you using compiz (visual effects)? does it happen without that?

Yes, I use compiz and when I turned off the effects it started to work
correctly, when I turn on again, also worked well.

A user filed a similar bug against OOo which appeared to be caused by _NET_WM_STATE_FULLSCREEN not being set. Compiz apparently no longer works around the issue and makes fullscreen work properly at least in OOo case on Lucid. This bug might not be related but at least on the surface sounds similar.
