High CPU usage if using include path with non-ASCII characters

Bug Description

Binary package hint: ruby1.8

If ruby is started with ruby -i directory and directory contains non-ASCII characters, ruby will get into an endless loop.
Ruby will no longer react and has to be killed. Pressing CTRL+C won't help, it has to be a hard kill.

Steps to reproduce:
mkdir ~/Übung/
ruby -I ~/Übung/

wait forever and watch ruby using 100% CPU

In the second line, I wrote ruby -i directory, it's of course ruby -I directory
