"Change desktop background" menu only appears when right-clicking within "Favourites"

Bug Description
What happened:
I did not get a context menu with an option to change the desktop background when I right-clicked within the "Accessories" icon area in the UNR launcher. I had to navigate the launcher to "Favourites" to obtain the right-click menu.
What should have happened:
I expect to be able to right-click on any of the UNR launcher's icon container areas and get a context menu that allows me to change the desktop background, not only in "Favourites".
Please see the image to understand what I mean by right-clicking in the "icon container area".
