Border tool doesn't display new borders in highlighted range

Bug Description
Binary package hint: openoffice.org
The border tool won't display new borders in a selected range. The new border is only visible AFTER the range is deselected. The user is not sure if they have selected the correct border types as they are invisible while the range is selected.
Example:
1) Create a new spreadsheet
2) Select any range of multiple columns and rows - the highlighted range will be in blue
3) Select the "Borders" button
4) Select a new border type - NOTICE that the new border type is not displayed in the range selected
5) Click anywhere on the spreadsheet to deselect the range - the new border will now be displayed
This behavior makes it difficult to confirm that the border was correctly selected or that the border tool worked properly. I think it would be much better if the new border was immediately displayed in the highlighted range.

Confirmed on official dev300m49 (OOo 3.2), note the bug only appears for the outside border, if you select a border type with interior border lines those do show up while still selected.
