'what's this?' pop-up on OpenID is not intuitively closed

Bug Description
clicking the 'what's this' button for OpenID pops up a notification, however this cannot be closed by clicking around the notification or with a 'close' button, only by clicking the 'what's this' again.
This isn't intuitive for such popups and took me a while to work out. Maybe I'm just a noob!

Chrome displays a tiny grey box in the bottom right which also closes it
