After security update, was unable to complete a Harris poll survey because the forward arrow opened a run or save as window instead of executing next page command. This could lead to malicious software being planted/downloaded/opened unintentionally.

after the restart.
I had been working on the survey, decided to take a break and restart FF
with the intent of returning later.
When I returned to the survey later and clicked the next arrow, the
pop-up window asking if I wanted to download or open the dll opened.
I haven't been able to complete the survey.

Unfortunately, I believe this is an issue with the site and not Firefox. It could be your session expired with the survey site and you would need to start again. This type of error is usually due to the web server returning an empty page for the URL in question. Please report any other issues you may find. If you find that this happens again in a short period of time (less that 10 minutes), please either change the status of this bug back to New with the updated information or file a new bug. Thanks.
