Bug Description
This is a strange bug took me a little bit of time to replicate.
Kubuntu 9.04
-Verify first that in qtconfig-qt4 when choosing the Oxygen style and previewing the disabled palette the push button is indeed grayed out, if not create a new user or remove .kde of current user
-Open kde system settings
-Open appearance
-Click on colors icon
-Click on disabled tab
-Now change anything on there, let say the color to red click apply.
-Click defaults
-Click apply
-Now redo step 1, now in qtconfig-qt4 the oxygen style disabled palette will show the push button not being grayed out
This affect all standard qt app, somehow kde app doesn't seem to be affected. Still searching as to which files being changed causes the problem.

After digging further and founding that kdeglobals was the problem I found a bug report upstream
