Bug Description

We've got a few unmigrated hand-crafted download/upload forms in Translations (I've migrated few of them with bug 420606):

 * lib/lp/translations/templates/pofile-export.pt
 * lib/lp/translations/templates/pofile-upload.pt
 * lib/lp/translations/templates/potemplate-export.pt
 * lib/lp/translations/templates/potemplate-upload.pt
 * lib/lp/translations/templates/productseries-translations-upload.pt

We want to keep them hand-crafted (further cleanup can be left for another day), but want them to at least share the CSS (with translations-export.pt from 420606).
