Please sync silc-server 1.1.16-1 (universe) from Debian unstable (main).
Explanation of the Ubuntu delta and why it can be dropped:
We were ahead of debian in packaging new upstream and debian has catched
up now. All Ubuntu changes have been applied by debian.
