Thanks very much for your bug report, this is not by design, but is actually a valid bug.
At this point, the closest you can get to deleting your account is to cancel your subscription. What we need is a way to delete accounts.
One of the problems that we will deal with is that some users will be active Launchpad users who will want to delete their Ubuntu One account. We need to make it clear to the user what exactly they are closing or deleting, but also understand that for some users the LP account we'll close will just be a result of their signing up for an Ubuntu One account.
We did some work on this before, but I'm assigning to mattgriffin for a bit more business logic before we find some to get this together.
