Binary package hint: gdm
My symptoms are the same as bug 395103: although my keymap is set to dvorak in HAL, and previous versions of gdm honored this, it's now using a USA keymap.
There is a drop-down which allows a keymap to be selected, but selecting Dvorak doesn't seem to have any effect (the keymap remains USA/qwerty).
I see the patch was dropped because this is believed fixed upstream, so I'm filing this separately as it may be a different problem:

I confirm - despite /etc/default/ console- setup configured with XKBLAYOUT=gb, which takes effect properly in the main X server, the greeter environment still thinks it should be in a USA keymap.
