Bug Description
Some bugs that are filed, aren't really bugs, they are answer requests. The way to deal with it at the moment, is to reject the bug, and say that it's not a bug. The bug submitter then has to figure out that he has to file a question instead, and file an identical request in the Answer Tracker. This could be made easier with a functionality to turn a bug into a question, which would file a new question for the submitter, and remove the bug from the bug listing.

Hi, I'd like to expand the use case. The option to "Create a bug based on question" works nicely. But sometimes:
1. A question was transformed to a bug and turned out not to be a bug.
2. Imports from issue trackers (as opposed to bug trackers): issue trackers often have a category of 'bug' as well as other issues that are feature requests, wishlist items, or ongoing discussions. When importing from those issue trackers into Launchpad, suddenly there are a lot of bugs! My team would like to transform many of the newly imported Silva bugs into questions.
Could you make bugs transformable to questions?
