Bug Description
Currently it is possible for a project timelord to mark a public bug as a duplicate of a hidden private bug. For example:

which was marked as a duplicate of:
https:/
meaning that the original helpless reporter can end up seeing:
**Not allowed here***

(until I unduped it to switch the affected projects around and now can't de-dup it---separate issue).
This bug can probably be generalised that two bug reports should have the same privacy status to be allowed as duplicates.
If all existing cases of a public duplicate of a private bug report were fixed too, fixing this would eliminate the need to fix bug 136570 and bug 157899.
