Bug Description

In devel, 'make run_all' is broken. The problem is that in runlaunchpad.py, split_out_runlaunchpad_arguments() is very picky about where the -r can appear. It must be the first argument, however in the Makefile, the run_all target passes the -i $(LPCONFIG) argument in first, breaking split_out_()'s assumption.
