Buildds need to upload ddebs in PPA builds

Bug Description

Now that Soyuz can cope with ddeb uploads, the launchpad buildds should be modified to upload them for PPAs, so that bug 156575 can be completed.

IIRC, Adam has implemented most of it. Needs code investigation to find out what is missing (if there is anything).

Nothing needs doing in launchpad-buildd for this at this point, there just needs to be an updated version of pkg-create-dbgsym in each chroot tarball that does the right thing.

Since we need to be able to turn ddeb creation on with archive granularity, launchpad-buildd needs to inform pkg-create-dbgsym of the builddmaster's intentions. The attached branch allows this.
