libnotify could cache server capabilities to avoid dbus calls

Bug Description

currently calling notify_get_server_caps function always does a dbus call to the notification daemon. However, notification daemons usually don't change there capabilities at runtime and caching the capabilities on the client side might make sense.

Idea would be to listen for NameOwnerChanged and sync the capabilities when the owner changed.
