The issue for me is what to do in edge cases.

Breaking up by user is relatively easy if the user is a "normal developer" who
works on a (small) number of projects.

What about teams like vcs-imports?
What about a really active packager?
What about someone who does some packing, but not a lot?
...

As discussed before, vcs-imports is a pathological case. The current
vcs-imports code page isn't useful, changing to a wildly different
layout will not make it less useful.

This is an interesting case.

I think it wouldn't be too much of a stretch to collapse all of the
packages with only one branch into a single "Ubuntu" group.

I'm not sure how this would affect the plan to break things up by
project & package.

This bug, however, is about sorting by date. I agree that this is
definitely an incremental improvement over what we have now.
