PPA max quota is too small

In a nutshell, the chromium-daily PPA hits its quota every few days, leading to rejects.
The max value for PPA quotas in Soyuz seems to be 20GB, which in that case is not enough.

Please consider a much bigger maximum (infinite?), maybe even "quota-free" PPAs.

IArchive.authorize_size is 32bits signed (+/- 2147483647) we just have to raise it's soft-limit on the interface.
