Tests fail if /var/tmp/bzrsync doesn't exist

Bug Description

If /var/tmp/bzrsync doesn't exist when the test runner is invoked, several tests fail. This directory should be created and cleaned up by the test fixtures. Currently, it seems to be built by the top level make file, but this isn't always working and is blocking some manual landings on the pqm box.
