Merge from Debian unstable
Ubuntu component: universe
Debian component: Main

Remaining Ubuntu changes:
  - Python 2.6 transition:
     + debian/rules: include /usr/share/python/python.mk
     + debian/rules: pass $(py_setup_install_args) macro to setup.py

Ubuntu had a patch that was corrected in Debian as well:
 * setup.py: fix include path for pcap.h (LP: #343336).

  * Patch setup.py to search <pcap/pcap.h> as well as <pcap.h> for needed
    symbols; closes: #526576.
