The current version (2.1.9-2) has

Package: setroubleshoot
Architecture: any
Depends: ${python:Depends},
    ${shlibs:Depends},
    dbus,
    consolekit,
    python-audit,
    python-notify,
    python-rpm,
    python-gtkhtml2,
    python-dbus,
    python-libxml2,
    python-gnome2,
    rpm

so it already has the dependency. What version are you looking at?
