when binary packages in -proposed are "accepted", build page shows them as "Binaries awaiting acceptance"

Bug Description

From the description, this may be the flip side of bug #301504.

The xserver-xorg-video-intel package in jaunty-proposed has had its binaries accepted and they're simply waiting for a publisher run before propagating to the archive, but at <https://launchpad.net/ubuntu/+source/xserver-xorg-video-intel/2:2.6.3-0ubuntu9.1/+build/982846> the resulting binaries are labelled as "Binaries awaiting acceptance" with no link to the librarian. Shouldn't these links be available once the packages are accepted? I don't see any reason that the links should be delayed until they land in "done".

Yeah, this is directly related to the fix for the bug Steve mentions. The links should be available when uploads are "ACCEPTED | DONE", not just "DONE".
