Netgear GA511 operating problem with Ubuntu 8.04/8.10

Bug Description
I have a Netgear GA511 gigabit networking card installed in a Compaq nx7400 laptop connected to a 1G capable network. This card worked very well with Ubuntu 7.04 and 7.10. Once I upgraded to 8.04 and then 8.10 it does not work well. At first I thought it did not work at all since the Link/Act led remained off . I had several of my Linux expert buddies look into this and they could not figure out the problem especially since the card is listed on the HCL and I have the corresponding kernel module installed.
However, I have found that if I keep the laptop turned on, with the card installed and connected to the 1G network it will "wake up" and work properly after 3-8 hours. For laptops this is a problem since they are not generally left on this long.
I am running 8.10 with all updates
The driver is: r8169
I have attached the output of lspci -vvnn and dmesg for your reference. This output was generated after the card started functioning.

There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test the current Ubuntu development version (10.04). If you can test it, and it is still an issue, we would appreciate if you could upload updated logs by running apport-collect 357843, and any other logs that are relevant for this particular issue.
