Puller acceptance tests leaking threads

Bug Description

The puller acceptance tests are leaking threads on ec2test. Since this fails the test suite, I've disabled the tests as per policy.

In real terms, the leak isn't a problem, since it's code only used in these tests to provide us with an HTTP server we can use for testing.

There's a facility now for having left-behind threads not fail the test suite.

Having these tests disabled is scary!
