Distro translation group owners cannot manage language packs

Bug Description

Currently only admins can manage Ubuntu language packs. The owners of the translation group should be able to do that. They can request full language packs, but not manage the existing ones.

Because of this, together with bug 347145, the Ubuntu translation coordinators still need Translations admin rights. We may want to keep things this way though, so that the Ubuntu queue review can be delegated to community members but this admin task cannot.

Now that we have launchpad.TranslationsAdmin maybe I can solve this bug.

It would be nice to improve this, but it isn't on our current roadmap. We'd be delighted to mentor someone working on this.
