Deactivated members should not be prominently listed

Bug Description

Upon deativation of membership, a user should not be prominently listed in a public way. The list should be available only to team admins.

Case:
Suppose for a project foo, there is a group "foo moderators" owned by "foo admins". Now a "foo moderator" gets promoted as an admin and joins the "foo admins" group. In this case, the user will not need direct membership to the moderator group. But as of the deactivated member listing, it becomes slightly undesirable for the user to deactivate himself from the "foo moderator" group.

For a group, listing of inactive members is pretty odd, as they aren't a member of the group, so there isn't really a need to list them. Just my 0.02 USD!

We removed links to deactivated members, nor are they mentioned on the team page. We intend to continue listing deactivated membership on the membership page.
