Bug Description
Even Admins are not allowed to move or delete a miss-added spec. It's really unfair.
IMO, the product owner should be able to, at least, remove a spec if he wants.

Yes, you can. When logged in, it is possible for admins to "Retarget" the specification (see the menu to the right of the page when viewing the spec).
