Please sync libgems-ruby 1.3.1-1 from debian experimental

Bug Description

Many ruby applications that have yet to be packaged now require gems 1.3.1. This should definitely make it in to Jaunty.

I've been running the debian package in testing and production for a couple of months now without any problems. I see no [unreverted] ubuntu changes in the Ubuntu changelog from 1.3.0~RC1really1.2.0-2ubuntu3, nor from a diff of the two debian directories.

An FFe has been arranged in LP:302990.

libgems-ruby (1.2.0-3) unstable; urgency=low

  * debian/control:
    - `rubygems' is present again to provide a dependency
      package referring to rubygems1.8.
    - Bumped up Standards-Version to 3.8.0: used ${binary:Version} instread.
