[sync] Please import package python-shapely from Debian sid main

Bug Description

Please import new package python-shapely_1.0.11-2 from Debian sid main.

Shapely is a small python library (of which I'm the Debian maintainer) and, though it has no reverse dependencies,
1) it is useful to geodata developers
2) it is a dependency of an app I'm writing. This app certainly won't enter Jaunty, but it almost certainly will be ready before Jaunty+1, and already having the dependency will allow me to distribute it much more easily in the meanwhile.
