Move Jetty from contrib to main

Bug Description
In order for Eclipse 3.4 to be in Debian main and Ubuntu universe, it must only depend on packages in main/universe. Jetty is currently in contrib. In order for it to be moved to main, it needs to be reviewed to make sure that it builds with free tools and it doesn't depend on anything outside of main.

jetty has been moved to main in debian [1], though for some reason launchpad cannot import the status of the bug, which was marked as fixed the 25th of July[2].
I would have marked the debian part of this bug series for fixed, but I could not figure out how to do it without removing the reference to the debian bug.
