Please merge pidgin-libnotify 0.13-2 from Debian unstable (main)

Here we go. I've preferred to adopt Debian's method over what was in the 0ubuntu1 package where there was a choice, to reduce the delta. The only remaining real change is the patch that's been retained, which is in the 0.14 release, hence my not forwarding this delta back to Debian.

There were autotools changes in the previous .diff.gz, hence the large debdiff here.

Can we forward the patch Upstream and/or to Debian?

I added the "#" to "(LP: #310655)". :)
