Bug Description
It's possible to create blueprints targetted at ubuntu, but it doesn't seem possible to retarget blueprints to ubuntu.
If a spec is targetted at "bzr", retargetting it at "ubuntu" causes it to be targetted at "launchpad".
If a spec is targetted at "ubuntu", retargetting it at "ubuntu" causes it to be targetted at "launchpad".

I just ran into the same problem trying to retarget the jaunty-usb-creator blueprint to the ubuntu project. Marking as confirmed.
