can't login anymore dure to missing /var/run/sshd

Bug Description

Because /var/run/ has been converted to a tmpfs, the directory /var/run/sshd is missing at boot. Therefore, external logins using ssh fail with log messages like:

Feb 1 19:01:23 ophelia sshd[21286]: fatal: Missing privilege separation directory: /var/run/sshd

ok, ik was just looking in /etc/init.d/ssh, and it seems the dir should be created at boot. I wonder why it wasn't on my machine?

I can't reproduce this anymore with current dapper. Maybe it was some transitional problem.
