Delete existing debian/po/* import queue entries

Bug Description

We have more than 24,000 entries for Ubuntu on the import queue that have paths in debian/po/ (mostly Blocked; some Failed or Needs Review).

These were being kept around because future uploads of such files should also be blocked. But since 2.1.10/2.1.11 Soyuz no longer feeds us these files in the first place, so this is no longer needed.
