incorrect context menu shown on root folder

Bug Description

Windows XP sp2

When right-clicking on the root folder of the wc the context menu for none-bzr controlled folder is shown (commands checkout, init, ...). When right-licking on any file/folder in the wc it works correctly (commands update, commit, log, ...)
When right-clicking in the void of the wc root folder (file view pane) no bzr context menu is shown at all, in sub folders this works correctly.

The bug did occur in version r1.7 but is gone in r1.9!
So this issue is fixed, has been successfully tested and is closed.
Now that I see the full version tree I really like, especially collapsing and expanding revisions!
