Bug Description
Deactivated memberships on Person/+members have a title of "Renew/Reactivate this membership" on the link to the involved person. That link does nothing of the sort, taking me to their person page instead. There is also nothing on some pages that allows me to do anything like that; I don't have appropriate privileges.

The title attribute is bong. I suspect there was an error adding the title to the "Change membership "icon.
