when saving config omit <control> if unused

Bug Description

When the config is saved (or viewed), and the control socket feature is unused a '<control socket="None"/>' block will be written to the config which will cause an error on startup.

ControlConfig.toXML() should return an empty string, and the documentation should mention how to disable the control socket
