network connections not managed by network manager are not recognised by applications

Bug Description

Connections established by other means that network manager are not recognised by applications such as Firefox and Evolution.

Reproductions steps:
    1. Disconnect from all networks handled by network manager.
    2. Connect to a network without using network manager (I start a UMTS connection with gnome-ppp).
    3. Start firefox and look in the "File" menu. A check mark indicates it works in offline mode. Similarily for Evolution.

Expected behaviour is that the applications should realise we have network connection (not going into offline mode) even when network manager is not involved.

I can confirm this behaviour on fully up to date Hardy with Firefox. I'll test with Evolution when I get to a network I can connect to without wpa_supplicant.
