--source should turn on source filters when --builder is given as well

Bug Description
If --source and --builder are given together it should use the
given builder, but assume it to be a source builder. That will
at least allow you to do
bzr bd --builder "debuild -S -sa" --source
even if
bzr bd -S -sa
can't be done yet.
