Language setting for 2nd screen in KDE

Bug Description

I use 2 monitors for my PC. On the secondary (in xorg.conf), the desktop panel doesnt adopt the
language setting (german) by default, and on the left site is written "KDE3.4" instead of
"kubuntu".

Kde version 3.4.3.

It was not solved in Breezy yet. A week ago i updated to Dapper, but i'm
using Gnome now so i don't know if the bug is still there.
