Bug Description
1. Report a bug, specifying that it is a security vulnerability.
What happens: The resulting page has two alerts: "Thank you for your bug report", and "Security-related bugs are by default private (visible only to their direct subscribers). You may choose to _publicly disclose_ this bug."
What should happen: The resulting page has one alert, containing both messages in a single paragraph.
