Bug Description

In mpt/launchpad/2008-07-bug-248691, pages with a portlet column are made visible in IE7 thanks to a hack just inside the two-column layout: <!--[if IE 7]>&nbsp;<![endif]-->. This hack causes an extra blank line between the application tabs and the two-column layout.

The problem should be further investigated and, if possible, fixed in a way that doesn't require inserting extra text in the page.

I fixed this with the introduction of base-layout which all pages are moving too.
