Bug Description
Stacked fetch fails to copy the required revisions. It only copies the revisions present in the source branch, not revisions missing from the target branch. Because the source branch is usually the stack-on branch, this is masked. That is, nothing needs to be fetched. But push allows the stack-on branch to vary from the source branch, and in this case, it fails to copy the required data. Script attached.
