tab bar takes up terminal real estate

Bug Description

When opening a new (second)tab, the tab bar at the top uses up existing terminal real estate instead of resizing the whole window to accommodate the tab bar as gnome-terminal does. This loses terminal space and affects some terminal applications by resizing them.

This is a good point. So far I've had limited success persuading the vte widget to do what I want wrt size, but I expect with some careful reading of gnome-terminal's code we can figure this out. Thanks for the report.

Assigning to myself as I worked on the tabs previously.
The fix should be quite simple... hopefully, there is not catch :)

Terminals should be resized if the window can't be, e.g. when it's maximised to a display. At the moment this fix appears to prevent this, moving terminal content off the screen. Can we detect this and fall back to terminal resizing if necessary?
