Install "folderview" widget as default in KDE 4

Bug Description

Binary package hint: kde4

The "folderview" widget should be installed as default in KDE4. Users expect that files in the ~/Desktop will appear, naturally, on their desktop. The ability to add Widgets and such is nice, but as default it should not change such fundamental behaviour and user expectations.

In fact, the KDE developers actually expect this to be the default:

I tried adding the "folderview" widget, however, it does not even seem to be available. See attached screenshot.

The Folder View applet was moved to the kdebase-plasma package (kdebase-plasma-kde4 in Hardy).
But kdebase should probably depend on it.

Invalid for Kubuntu-meta, as I understand it it, this should be done on base level dependency rather than meta dependency.
