Explanation of the Ubuntu delta and why it can be dropped:
Debian sync to Ubuntu.

* New upstream bugfix release.

* Do not install index.html under /usr/share/doc, it doesn't add
much value but requires Debian-specific patching which still
doesn't work well with gzipped files (closes: #457524).
