I have the same problem. When coming back from suspend emerald window decorations do not appear and a logout from the panel or a gdm restart from the console is necessary to bring back the full desktop functionality.
On the same machine and ubuntu version suspend using a gnome/metacity environment works flawless.
I am running karmic with latest packages. The problem exists for some time now.

Please advice which log files to send to track down the problem.

This bugs also occurs with the default gtk-window-decorator of compiz. When I disable visual effects this bug does not occur and the desktop comes back from suspend as expected.

This intel bug with suspend/resume has recently been fixed in the intel driver. Make sure your karmic system is up-to-date to get the fix (and restart your system).
