[intrepid] Please sync opal 2.2.11~dfsg1-4 from Debian

Bug Description

<http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=474272> has shown up in Ubuntu. The symptom is that ekiga crashes with

ekiga: symbol lookup error: /usr/lib/libopal.so.2.2: undefined symbol: speex_echo_state_init

This is because part of libspeex1 was split off into libspeexdsp1. The Debian bug was fixed by making libspeex1 conflict with libopal-2.2 (<= 2.2.11~dfsg1-3), and rebuilding opal. This conflict is not triggered by Ubuntu’s libopal-2.2 2.2.11~dfsg1-3ubuntu2 because of the ubuntu2. However, opal still needs to be rebuilt.

Ack. The only Ubuntu change in opal is to add $(CURDIR)/lib/opt to LD_LIBRARY_PATH when calling samples/simple/obj_*_*/simpleopal during the build. The package builds and installs as well as also fixes ekiga building on Intrepid.
